Is not Bismillah in surah taubah why?
There are two interpretations as to why surah repentance does not begin with bismillah:

فَإِن تَوَلَّوْا۟ فَقُلْ حَسْبِىَ ٱللَّهُ لَآ إِلَـٰهَ إِلَّا هُوَ ۖ عَلَيْهِ تَوَكَّلْتُ ۖ وَهُوَ رَبُّ ٱلْعَرْشِ ٱلْعَظِيمِ ١٢٩
بے شک اگر وہ منہ پھیر لیں تو کہہ دو اے پیغمبر “میرے لئے اللہ ہی کافی ہے”۔ اس کے سوا کوئی معبود نہیں.. اور وہ عظیم عرش کا مالک ہے۔ “

When the muslims went to Mecca to pay their pilgrimage, Hazrat Ali read these two verses aloud and announced that the agreement he had signed and the non-believers had finally ended. Muslims will no longer follow the agreement. This was a final statement of war against the believers. In this verse, Allah almighty has said that fight against non-believers who are not interested in accepting Islam.
